재외투표 또한 마찬가지였습니다. 일부 대사관 및 영사관에서는 투표지 봉인이 제대로 이뤄지지 않았고, 무자격자 및 중복 투표가 의심되는 사례가 100건 이상 보고되었습니다. 중앙선관위의 선거인명부와 출입국기록이 일치하지 않은 유권자 수는 131명에 달합니다.

중앙선거관리위원회는 선거범죄 고발의 91.4%를 독점적으로 수행하고 있으나, 이 중 실제 기소로 이어진 사건은 38.7%, 실형 선고까지 이어진 사건은 12.2%에 불과합니다. 심지어 28%는 내부 주의 조치만으로 종결되었습니다. 이러한 형식적 고발 구조는 선거 범죄를 사실상 은폐하고 합법화시키는 결과로 이어졌습니다.

2025년 6월 4일 미국 백악관은 대한민국 대선이 “자유롭고 공정하게 진행되었다”고 성급하게 평가한 성명을 발표하였고, 이는 블룸버그, 로이터, KBS World 등을 통해 전 세계로 확산되었습니다. 그러나 그로부터 불과 3주도 되지 않아 미국 NPC에서 열린 국제 기자회견에서 실증적 부정 사례들이 대거 공개되었으며, 2025년 6월 30일에는 미국 연방의회가 대한민국 대선 관련 공식 보고 청문회를 개최할 예정입니다. 국제사회조차 한국 대선의 공정성에 심각한 우려를 표하기 시작한 것입니다.

Dear citizens of Korea and members of the international community,
I, Moon-Soo Kim, as a presidential candidate of the Republic of Korea, solemnly declare today that I cannot accept the result of the 21st presidential election held on June 3, 2025. This election gravely violated the principle of national sovereignty as enshrined in Article 1 of the Constitution, and the mounting empirical evidence now exposes a systemically rigged and manipulated electoral process.

Above all, the fundamental values of fairness and transparency that underpin democratic elections were thoroughly dismantled in this election. What occurred on and around June 3 was not a legitimate democratic contest, but a procedurally veiled seizure of power facilitated by technical opacity, institutional collusion, and regulatory complicity.

The National Election Commission (NEC) consistently refused public and expert demands to disclose the source code and communication modules of the electronic ballot counting and tabulation systems. This act alone fundamentally infringed upon the people’s constitutional right to observe and verify the election process.

It was revealed that some vote-counting machines were simultaneously connected to both wired and wireless networks, increasing the risk of external interference. Nineteen vote-counting servers failed to implement the standard TLS 1.2 encryption protocol, and 43 local NEC servers lacked proper redundancy systems, leaving critical election data vulnerable to hacking and loss. On election night, data traffic spiked by more than 4.3 times the expected volume, and forensic logs indicated that at least 37 foreign IP addresses connected directly to NEC servers. To date, NEC has neither offered an explanation nor allowed independent technical audits.

On June 26, 2025, a press conference was held at the National Press Club (NPC) in Washington, D.C., where multiple international election observers and technical experts presented extensive factual evidence of election fraud in South Korea. Their findings included over 72 confirmed cases of early ballot boxes being improperly sealed, along with 109 instances of ballot papers that either lacked serial numbers or had mismatched identifiers—raising suspicions of counterfeit or substituted ballots.

Statistical anomalies were also undeniable. In more than 22 constituencies, the gap in candidate support between early voting and election-day voting exceeded 15%, a deviation that defies statistical norms. In over 7,000 households, the results of early voting and election-day voting within the same family or residence were completely reversed(This was revealed through an analysis of election data by household unit). These patterns are mathematically impossible under fair voting conditions and point to algorithmic manipulation.

CCTV cameras were found to be missing or inactive in numerous vote-counting locations, and access to polling stations was denied to certified citizen observers in at least 112 reported cases across the country. These physical obstructions clearly violate the constitutional and legal rights of public oversight guaranteed under South Korean election law.

Overseas voting showed similar irregularities. Several diplomatic missions abroad failed to properly seal ballot boxes, and over 100 cases were reported where ineligible or duplicate voting was suspected. Official records show that 131 overseas voters had discrepancies between their voter registration and immigration entry/exit logs.

The NEC claimed 91.4% of the legal jurisdiction over all election crime referrals, but only 38.7% of these cases led to prosecution, and a mere 12.2% resulted in actual sentencing. Worse still, 28% of all reported violations were dismissed with internal warnings. This structure reveals a monopolized and self-shielded system that effectively suppresses the investigation and punishment of election crimes.

On June 4, 2025, the White House released a premature statement declaring that the South Korean election had been “free and fair,” a statement widely reported by Bloomberg, Reuters, and KBS World. However, just weeks later, international press conferences and upcoming congressional hearings now reveal an opposite reality. On June 30, 2025, the United States Congress is scheduled to host a public hearing on election irregularities in South Korea, where additional documentary and technical evidence will be formally submitted.

Given these grave facts and the collapse of public trust in the electoral system, I now declare the following:

I, Moon-Soo Kim, reject the outcome of the 21st presidential election in the Republic of Korea held on June 3, 2025. The result does not represent the genuine will of the Korean people but was manufactured through a structure of systemic fraud, digital manipulation, and institutional silence.

Accordingly, I will immediately initiate legal proceedings including administrative lawsuits, constitutional petitions, criminal complaints, and civil actions. I will also lead a national campaign for the dismantling of the NEC and for the comprehensive reform of the electoral system—beginning with the abolition of electronic vote counting, early voting, and overseas absentee voting systems.

This is not a personal dispute. It is a historical declaration of civic resistance in defense of constitutional sovereignty, truth, and justice. This fight belongs not to one individual but to the 50 million people of Korea who refuse to be ruled by deceit.

Truth will not be silenced. The people will not close their eyes. History will remember this struggle.
